Mr. HARRELD, from the Committee on Indian Affairs, submitted the
                              following


                           REPORT

                       [To accompany H. R. 62981

   The Committee on Indian Affairs, to mhom was referred the bill
(H. R. 6298) to authorize the leasing for oil and gas mining purposes
of unallotted lands on Indian Reservations affected by the proviso to
section 3 of the act of February 28, 1891, having considered the same,
report favorably thereon with the recommendation that the bill do
pass without amendment.
  The facts are set forth in House Report No. 386, Sixty-eighth
Congress, which is appended hereto and made a part of this report.
  There is also attached a letter from the Acting Secretary of the
Interior, under (late of May 10, 1924.

  The Committee on Indian Affairs, to whom was referred the bill (H. R. 6298)
to permit the leasing of unallotted lands of Indians for oil and gas purposes for a
stated term and as long thereafter as oil or gas is found in paying quantities,
and for other purposes, having considered the same, report thereon with a recom-
mendation that it do pass with the following amendments:
  Strike out all after the enacting clause and insert the following:
  That unallotted land on Indian rcservatioms other than lands of the Five
Civilized- Tribes and the Osage Reservation, subject to lease for mining purp6ses
for a period of ten years under the proviso to section 3 of the act of February
28, 1891 (Twenty-sixth Statutes at Large, page 795), may be leased at public
auction by the Secretary of the Interior with the consent of the council speaking
for such Indians, for oil and gas mining purposes for a period of not to exceed ten
years, and as much longer thereafter as oil or gas shall be found in paying quan-
tities, and the terms of any existing oil and gas mining lease snay in like manner
be amended by extending the term thereof for as long as oil or gas shall be found
in paying quantities: Provided, That the production of oil and gas and other
ininorals on such lands may be taxed by the State in which said lands are located
in all respects the same as production on unrestricted lands, and the Secretary
f the Interior is hereby authorized and directed to cause to be paid the tax sIG
