                                OF THE
                     NATIVE VILLAGE OF PORTLfO
                               PREAMBLE
      We, a group of Natives having had a common bond of residence
  in the neighborhood of Afognak, Alaska, and'now having a common
  bond of residence, in the neighborhood of Port Lions, Alaska, in
  order to promote our welfare through the' development of govern-
  mental and economic enterprises and to protect our Native customs
  and traditions and to exercise our rights of self-determination,
  do establish this Constitution.

                           ARTICLE I -NAME
      The name of this organization shall be the Native Village
  of Port Lions.

                        ARTICLE II - TERRITORY
      -The territory and/or jurisdiction of the Native Village of
  Port Lions shall extend to such Indian country as defined by
  Federal Law.-
                       ARTICLE III - MEMBERSHIP

  SECTION 1.
      • Basic Membership. The basic Membership of the Native
 Village of.Port Lions shall consist of all Alaskan Natives:
 (a   whose names appear on the roll of the Native Village of
 .Port Lions as of the date of this Constitution is adopted; and
 (b) who have been residents of Port Liobs for at least 60
 continuous days prior to the date that.this Constitution* is
 adopted.

 SECTION 2..

      Qualifications for Membership. Any Alaskan 'Indian, Eskimo
  or:Aleut blood, or -.combination thereof,, shall be'a member of the
:Native Village-of Port Lions if .he or-she:
- (d) .Is a descendaht .of a member of 'the Native Village; pr
-.(b),. Is .adopted 'as a member of the 6iganization -by majoritylvote
of. the Council.-
  SECTION 3.

       Regulation of Membership. .TheCouncil shall have-:the power
  to;enact ordinances and resolutions, consistent with this.
  constitution, prescribing rules and regulations governing
  membership, including application and appeal procedures,. loss
  of membership, and adoption of members.-
