                          Newtok Traditional Council
                                Newtok, Alaska

                                    Preamble


   We, The Newtok people, maintain our freedom as a sovereign people in historic
relationship with the United States of America, in creating this Newtok Traditional
Council Constitution. We adopt this Constitution to exercise the Traditional Inherent
Sovereign rights, the powers in promoting the well being and unity of this and in
succeeding generations, to show our faith in ftindamental Native Rights and Traditions,
and in promoting our Traditional, existence from the beginning of living together in
Newtok Village, being a sovereign Native people, in order to organize forth common
good, to govern ourselves under our own Traditional Customary Laws, and Values to
maintain and foster our Traditional culture, to protect our traditional social, culture,
economic, political progress, to increase the Criminal Law and Order assertions of
jurisdictions. And develop its natural resources, establish and adopt the following
Constitution for the government-to-government protection, relationship and common
welfare of the Newtok village and its members, We adopt this Constitution and Bylaws
under the inherent sovereign authority of our Newtok Traditional Council Newtok,
Alaska,


                            ARTICLE I- NAME

              The name of this organization shall be the Newtok Traditional Council.

                     ARTICLE 11, TERRITORY

       The Traditional territorial jurisdiction of Newtok Village shall extend to all lands
and waters constituting the Newtok Village of Newtok Traditional Council as defined by
federal and traditional law. To the extent not inconsistent with federal law, such waters
and lands shall include, but not limited to all lands and waters owned by the Newtok
village and, to all lands and waters customarily and traditionally governed by Newtok
Traditional Council, all exterior boundaries and right of ways, including lands conveyed
and Selected for Newtok Village by Newtok Native Corporation. Under Alaska Native
Claims Settlement Act 43 U.S.C 1601 ET. And all lands starting from Aknerkochick
River to North side of Nelson Island, all lands withdrawn for federal townsites of
Newtok, Alaska as described in U.S Survey 5581, and all land fees and allotments within
the traditional lands of Newtok, Alaska regardless of the issuance of any lands to be
opened or unrestricted fee titles of any such lands. Newtok is on the Kealavik River north
of Nelson Island in the Yukon-Kuskowim Delta Region. It is 94 mile Northwest of
Bethel.
