                              RESOLUTION
                              GC-8-84
     WHEREAS, the Yakima General Council enacted Resolution
GC-2-81, on May 14, 1981, directing the Yakima Tribal Cuncil
to refer matters of great importance to the people of thLe Yakima
Nation, and

     WHEREAS, the oil and gas industry has expressed anlinterest
in oil and gas exploration within the exterior boundaries of
the Yakima Indian Reservation indicating the possibilit of
hydrocarbons, and

     WHEREAS, the Yakima Tribal Council, through Resolution
T-69-82, stated its intent to'present to the Yakima General
Council a plan having as its basic theme, development of the
potential oil and gas resources on the Yakima Indian Reservation
with emphasis on the protection of resources (natural, 6uman,
cultural, and ecological) and favorable econo,,ic return s,   ---
and information regarding the potential benefits and impacts of
oil and gas activities.

     NOW, THEREFORE,BE IT RESOLVED, that the General Co ncil
of the Yakima Indian Nation, with a quorum being presen , approves
to proceed with the development of the potential oil an4
gas resources of the Yakima Indian Nation under the following
plan:

The Development of Potential Oil and Gas Resources on   he Yakima
Reservation.

     1. The Oil and Gas Liaison Office of the Yakima Irdian
Nation will draft a Tribal Oil and Gas Code to regulate and to
control the development of oil and gas resources. Public hearings
will be held to receive comments on the draft of the oil and
gas code. After consideration of any neccessary amendments,
the Yakima Tribal Oil and Gas Code will be approved by   he Yakima
General Council on behalf of the Yakima Indian Nation.

     2. The Oil and Gas Liaison Office will monitor tho
aquisition of geophysical and geological data about the oil and
gas potential on the Yakima Indian Reservation. The 0Gi   and
Gas Liaison Office will evaluate the geophysical and geological
data and will recommend a strategy for oil and gas leaslng
for Tribal Council approval.

     BE IT FURTHER RESOLVED, that the assurance of the trust
responsibility of the United States is not diminished as it
pertains to the human and natural resource development If the
Yakima Indian Nation, and that the Yakima Tribal Counci   is directed
to cnaurc for the protcction of othor resources Cnatura ,human,
cultural, and ecological) in the implementation of said plan.
