Yakima General Council

My dear Mr. Chairman:

          First, I should like to apologize for not having written
to you earlier relative to Resolution No. T-38-56, which w s passed
by the General Council on December 6, 1955. The text of the resolu-
tion was received in this office early in the year, but because of
the questions which arose concerning the General Council ,eeting of
December 6, comments were withheld until those questions ould be
resolved. On August 28, 1956, Area Director Foster trans itted
signed copies of Resolution No. T-38-56, which have been 4nder study
Ln this office.

          Section I of the resolution sets forth the Genekal Council's
objectives which appear to be worthy ones.                I

          Section 2 describes the organization of the Gen ral Council
and the procedures to be followed in calling, announcing, and con-
ducting meetings of that Council.  This section seems to e clear.
It is suggested, however, that great care be taken to se    notices
of General Council meetings to those off-reservation comnities
where it is known a large number of Yakima tribal member reside.

          Section 3, which covers membership and Poting   n General
Councils and nominations for tribal councilmen, is appro ed as an
interim measure, with the understanding that procedures   ill be
worked out with the assistance of the Yakima Tribal Atto ney to pro-
vide for voting by ballot in tribal elections and to per it tribal
members who are away from the reservation to vote by abs ntee ballot.

          With respect to Section 4, which covers the or anizatfon and
authority of the Tribal Council, it is my   understanding that repre-
sentatives from this office who met with the Yakima Trib 1 Council
at the end of the summer suggested that when considering a revision
of Resolution No. T-38-56, consideration be given to ame ding Section 4
