Re: Revision of the Hoonah Indian Association Constitution

Dear Mr. Caesar:

For over nine months the Hoonah Indian Association Board of Directors has been working
to revise its constitution that was established with the assistance of the Department of the
Interior in 1939. The Board of Directors working with the assistance of Bob Loescher of
Loescher and Associates, LLC, reviewed the constitutions of Sitka Tribes of Alaska,
Ketchikan Indian Corporation, Metlakatla, the Central Council of the Tlingit and Haida
Indians of Alaska and its own existing charter. Looking at the experience of these other
recognized tribal governments and reviewing the many laws that congress has adopted
related to American Indians and Alaskan Natives, it concluded its final review and voted to
forward the attached draft constitution to the Bureau of Indian of Affairs for its review and
comment. It is our understanding that the Bureau of Indian Affairs will review the
proposed constitution and send its comments back for our consideration. After the Board
has considered the Bureau of Indian Affairs recommendations and comments, we
understand we can send the final document to your office and that you will request the
authority of the Secretary of the Interior to set a date for an election for the approval of the
constitution of our enrolled tribal members. If this is the correct process we must go
through to revise our constitution, we request that you confirm this to us in writing.

We respectfully request that you undertake your review of this proposed constitution as
soon as possible. Thanking you for this consideration.
