                           CONSTITUTION
                              OF THE
                 NATIVE VILLAGE OF KIANA, ALASKA


                             PREAMBLE

We, a group of Inupiat having common bonds of heritage and of
living together in the area known as Katyaak, and also known   as
the village of Kiana, Alaska, in order to promote our security
and welfare, and advance and protect our common      interests as
-descendants of the aboriginal people of the Kobuk River Valley,
do establish this constitution for ourselves by authority of the
Katyaakmiut.


                         Article I - Name

The name of this organization shall be called the Native Village
of Kiana.


                      Article II - Territory

The jurisdiction of the Native Village of Kiana    shall coincide
with lands selected by     the Inupiat people of Katyaak, the
Katyaakmiut, for the Native village of Kiana under the Alaska
Native Claims Settlement Act; Native Allotments and         other
restricted lands held by the United States, in trust, for the
benefit of individual Katyaakmiut, and shall extend over the
other lands traditionally used and occupied by the Katyaakmiut in
and around Kiana, Alaska, and any such other Indian Country as
defined by Federal Law.


                     Article III - Membership

 Section 1. First Members.    All persons who were or are known as
 Katyaakmiut and recognized as such by the Council shall be called
 First Members of the Native Village of Kiana.   The Council will
 publish a list of those known to be First Members within one year
 of the effective date of this Constitution.

 Section 2.   Basic Membership. All persons whose names appear on
 a list prepared pursuant to the Alaska Native Claims Settlement
 Act, associated with the Native village of Kiana, shall be
 members of the Native Village of Kiana; and all Alaska Native or
 American Indian persons who make their homes in or around the
 Native Village of Kiana on the date this Constitution becomes
