RIGHTS SETTLEMENT ACT OF 1992

Mr. MILLER of California, from the Committee on Interior and
Insular Affairs, submitted the following
REPORT

The Committee on Interior and Insular Affairs, to whom was re-
ferred the Act (S. 1607) to provide for the settlement of the water
rights claims of the Northern Cheyenne Tribe, and for other pur-
poses, having considered the same, report favorably thereon with-
out amendment and recommend that the Act do pass.
PURPOSE
The purpose of S. 1607 is to provide for a fair, equitable and final
settlement of all claims to Federal reserved water rights of the
Northern Cheyenne Indian tribe and its members in the State of
Montana and to direct the Secretary of the Interior to enter into a
cooperative agreement with the State of Montana for repair and
enlargement of the Tongue River Dam and for other purposes.
BACKGROUND
S. 1607, the Northern Cheyenne Indian Reserved Water Rights
Settlement Act of 1992 was introduced by Senator Burns on July
31, 1991. Companion bills, H.R. 3155 and H.R. 3139, were intro-
duced by Representatives Williams and Marlenee, respectively, on
July 31, 1991. S. 1607 passed the Senate on August 7, 1992 and was
referred to the Committee on Interior and Insular Affairs on
August 10, 1992.
S. 1607, the Northern Cheyenne Indian Reserved Water Rights
Settlement Act of 1992 provides for the settlement of the claims of
the Northern Cheyenne Indian tribe, and its members, to Federal
