INDIAN RIGHTs AssocIATION,

PHILADELPHIA, JANUARY, 1904.
NEED OF PROTECTING INDIAN
ALLOTMENTS.
To our Members and Friends:
The following pages refer to a matter that deeply con-
cerns the welfare of the Indian, namely, the necessity of
securing some prompt action by Congress that will make
permanent his title to an allotment that has been given
to, gnd accepted by, him in good faith. It is hoped that
those who receive tis pamphlet will read it with care,
and promptly do all in their power to bring influence to
bear on Congress in favor of the passage of the bill intro-
duced by Senator Quay, in order that an Indian's allot-
ment, when once made, may not be subject to cancellation
at the pleasure of a Government official. Immediate
action is desirable, in accordance with the closing sugges-
tion of Mr. Brosius.
Newspapers have rendered signal service in calling
attention to defective administration or measures, and
their co-operation in this matter is earnestly requested.
Respectfully,
PHILIP C. GARRETT,
President Indian Rights Association.
