TO THE HONORABLE MEMBERS OF THE
UNITED STATES SENATE:
Your attention is requested to the importance of a careful
consideration of the Bill, H. R. 10,049, entitled, An Act to
Ratify and Confirm an Agreement with the Comanche, Kiowa,
and Apache Tribes of Indians in Oklahoma Territory, and to
open their Reservation for Settlement, which passed the House
of Representatives, May 16, 1898, and which has been referred
to the Committee of Indian Affairs, United States Senate.
The Treaty between the United States and these Indians,
proclaimed August 25, 1868, contemplated a liberal allotment
(Articles 3-6) of the lands of the reservation, sufficient to pro-
vide for their support.
It is claimed by the tribe that the agreement upon which the
present legislation is based has not the approval of the Indians,
and recognizing this contention, it is important that no injustice
be done.
The conditions affecting agriculture in the district occupied
by the Comanche, Kiowa, and Apache Indians are plainly set
forth in the following correspondence to which your careful at-
tention is invited:

Gentlemen :-My opinion has been asked concerning an agree-
ment with the Comanche, Kiowa, and Apache Indians of Okla-
homa Territory recited in H. R. 10,049; the particular point
being that as to whether the proposed allotment of 16o acres to
each individual of the tribes may be considered as sufficient for
his or her support.
