         CONSTITUTION OF THE VILLAGE OF

                          CLAIRS POINT

 We, the Alaska Natives of Clads Point, Alaska, consisting of Eskimo, Aleut, an
 indigenous Indian origin, having a conmrion bond to this land, ancestry, culture,
 and community identity, in order to implement our inherent right to self-
 government, as an Alaska Native peopie and to further our common political,
 social, and economic progress, do ordain and establish this constitution. Furth(r,
 we recognized that the entlement to services to preserve the Alaska Natives'
 cultura values; to protect our sovereon and inherent rights as the descendants
 of the aboriginal Alaska Natives culture! values and to promote social, health,
 education and welfare programs.

                                  Arlicle I.

 Section 1. Name: the official name of this tribe is the Village of Clerks Point.

 Section 2. Our traditions of our Trdbare as follows:

       a To promote prii   on the poat of the Natives of Alaska in their heritage
          and traditions.
       b. To preserve the customs, folklore and art of native races.
       c To promote the phyical, economic and social well-being of the Nativ vs
          of Alaska.
       d- To discourage and overcorse racial prejudice and the inequities whimi
          prejudices creates;
       e. To promote good govemieent by reminding those who govern and
          those governed by their joit and mutual responsibilities.
       f. To be loyal to the triba government both in spirit and purpose in
          protection of services and programs.


                    Article II. Teor and Jurisdiction.

Section 1. Territory.

The territory of the Clarks Point VillaW Council shall extend to all such Indian
Country of the village as may exiet mader tribal or federal law; which includes a I
lands within the federal townsit, city limits, allotments, federal lands in trust he Id
by Saguyak Inc. and other lands regardless of ownership within the exterior
boundaries formed by the lands specialfed in ANCSA.
