   Dear Mr. Cesar:

   We have received the results of the election held on June 16, 1997, by the qualified voters of the
   Kenaitze Indian Tribe (Tribe). The election was called in accordance with an order issued by the
   Deputy Commissioner of Indian Affairs on March 31, 1997, which permitted the qualified voters
   of the Tribe to vote on the adoption or rejection of the proposed Constitution of the Kenaitze Indian
   Tribe.

   As evidenced by the completed Certificate of Results of Election, the proposed constitution was duly
   adopted on June 16, 1997, by a vote of 74 for, 13 against and 3 ballots found spoiled, in an election
   in which at least thirty percent of the 130 members registered and entitled to vote cast their ballots.

   The Constitution of the Kenaitze Indian Tribe, as adopted on June 16, 1997, is hereby approved
   pursuant to the authority delegated to the Secretary of the Interior by the Act of June 18, 1934 (48
   Stat. 984), as amended, and delegated to me by Secretarial Order No. 3150 as extended by Secretarial
   Order No. 3177, Amendment No. 2. Please deliver the enclosed approved original document to the
   Tribe.
