             Resolution Approving the Use of the Interim Draft Constitution


WHEREAS, the Scotts Valley Band of Porno Indians of the Sugar Bowl Rancheria (Tribe)
has recently regained federal status as a party to the Supreme court case of Scotts Valley
et al. v. USA, and

WHEREAS, the members of the Scotts Valley Band of Pomo Indians of the Sugar Bowl
Rancheria (General Council) are the recognized authority of the Tribe; and,

WHEREAS, the Tribe recognizes the necessity of having a governing document in place
as an important element in the government to government relationship with the United
States; and,

WHEREAS, the General Council recognizes the need and importance of having
established rules of conduct and a means for governing the affairs of the Tribe.

NOW THEREFORE BE IT RESOLVED, that the General Council of the Scotts
Valley Band of Pomo Indians of the Sugar Bowl Rancheria does hereby approve and adopt
the Interim Draft Constitution of the Scotts Valley Band of Pomo Indians of the Sugar Bowl
Rancheria; and,

BE IT FURTHER RESOLVED, that this approval of the Interim Draft Constitution of
the Scotts Valley Band of Pomo Indians of the Sugar Bowl Rancheria shall be in full force and
effect until such time the General Council approves the Constitution in final form.

                                 CERTIFICATION

The General Council of the Scotts Valley Band of Pomo Indians of the Sugar Bowl Rancheria
does hereby certify that at a meeting duly called, noticed, and convened on the 29th day of
August, 1992, this action was duly adopted by a vote of  for, ,  against, and
abstaining.
