                    of the

SCOTTS VALLEY BAND OF POMO LNDLIANS

                                       PREAMBLE

       We, the people of the Scotns Valley Band of Pomo Indians, hereinafter referred to as the
Band, in order to establish a Tribal government through which we may effectively exercise our
inherent sovereign governmental powers, preserve our land base, foster education, promote our
economic and social welfare, administer justice, safeguard our individual lberties arid presve anUt
mainun our unique cultural and ethnic heritage, do hereby ordain and establish this Constimution.


                     ARTICLE I: TERRITORY AND JUR           DICTION

       The jurisdiction and governmental power of the Band shall extend to:

       Section 1: All land held or hereafter acquired in trust by the United States of America for the
Band or any member Lhereof, whether inside or outside the boundaries of the Sugar Bowl
Reservation.

       Section 2: A1 persons within any territory or geographical area that is subject to the
jurisdiction and governmental power of the Band.


                               ARTICLE II: MEMBERSHIP

 Section 1. Criteria for Membership. The enrolled membership of the Band shall consist of the
 following:

        (a)    All persons living on the effective date of this Constitution who were listed as
 distributes, or as dependent members, in the PIan for Distribution of the Assets of the Scots Valley
 or Sugar Bowl Reservation, as approved by the Commissioner of Indian Affairs on August 12, 1959.
