Mr. Cesar:

Enclosed is a Constitution which was passed by eligible voters of Orutsararmiut Native
Council in Bethel, Alaska on April 13, 2002. Starting 20001, Orutsararmiut Native
Council has been holding it's annual meeting during the month of April in the community
of Bethel, Alaska.

As evidenced by the completed Certificate of Results and Election, the Constitution of
Orutsararmiut Native Council of Bethel, Alaska was duly adopted by a vote of 338 for
and 0 against in an election in which thirty-one percent (31%) of the !M  members
entitled to vote cast their ballots.

As result of the election results, Orutsararmiut Native Council therefore submits the
enclosed constitution.
