                                   CONSTITUTION
                                         OF THE
                             NATIVE VILLAGE OF NEWHALEN



                                    PREAMBLE

We, the members of the Alaskan Native village of Newhalen, Alaska, citizens of the United States
and descendants of the original inhabitants of this land, having common bonds of ancestry,
culture and community identity; in order to implement our inherent right of self-government
as an Alaska Native people; to promote the general, social, economic and educational welfare;
establish justice; insure tranquility; protect, conserve and develop our lands and resources; to
promote effective   inter governmental relations; do hereby   ordain and establish this
constitution.


                               ARTICLE I.     NAME

This community shall be called the Native Village of Newhalen.



                      ARTICLE IL        TERRITORIAL JURISDICTION

SECTION 1: TERRITORY.

The territorial jurisdiction of the Native Village of Newhalen shall extend to:
      A) all lands selected pursuant to the Alaska Native Claims Settlement Act of 1971
pertaining to Newhalen, through the Alaska Peninsula Corporation.
    B) to all lands within the city limits of the state - chartered municipality of Newhalen.
    C) all usual and accustomed hunting and fishing grounds.
    D) such other Indian County of the village as may exist.

SECTION 2: APPLICABILITY.

Jurisdiction within the territory defined above shall apply to tribal members and to non-
members.

SECTION 3: LIMITATIONS

Jurisdiction over the above defined territory shall be subject to applicable Federal laws.
