                                    OF THE
                           NATIVE VILLAGE OF ILIAMNA

                                   PFEAMBLE

     We a group of Alaskan Natives,  residents of the State of  Alaska,  and
     Citizens  of  the  Un ted  states,  constitute  the  Native Village  of
     Iliamna, Alaska, and by this  declaration, we assert our freedom   as a
     sovereign   eonle  and   as  suAch, we   ordain  and   institute   this
     Constitution  to  Dromote   our  community's  Social,   Economio and
     Political progress.

                               ARTICLE 1.  NAME

     Section I.  Name. The  name of  this organization  will be   the Native
     Village of Iliamna.

                     ARTICLE II.  TERRITORIAL JURISDICTION

     Section  II.   Territorial  Jurisdiction.   The exterior  boundaries ci
     Iliamna  Village  will  coincide  with  the  lands  selected by Iliamna
     Natives. Limited,  the village  corooration, under   the Alaska  Native
     Claims Settlement Act, and any  other lands acquired  by this  villace.
     or any Indian Country as may exist.

                           ARTICLB Ill.  MMEMERSHIP

     Section 1.  Basic Membershin.  All persons  listed on the base roll  of
     the Native Village  of Iliamna shall  be members  of  the Villaae.  The
     base roll is to be certified by the Village Council  and is to  include
     only those living nersons of Alasia Native descent  who:
     Ca) Are  domiciled  in  the   village  at   the  time  the Base Roll is
         certified; or
     (b) Were born or raised in the Village;  or
     Cc) Have substantial ties to  the Village  as to be  considered members
         of the Village by common community knowledase as determined by the
         Villase Council; or
      (d) Are shareholders   of   iliamna  Natives.  Limited  and have other
         significant   ties  to  the Village.   as determined by the Village
         Council,

     Section II. New Members.

     'a) Children.   All  children born  to members residing  in the Village
         and  all  children  biologically of  Alaska Nativ'e descent who are
         adooted by   members residing  in the  Villace may  be admitted  to
         nembership  upon anolication,

      (b) New Residents. Any  nerson of Alaska  Native descent who  lives if
         the Village  for at least one (1) vear and intends to remain in the
         Village may  be admitted to membershin uoor aanlication.

      tC) Adopted  members.   Any  oersons  of  Alaska Native descent or not
          otherwise  eligible  for  membershIV  but  with  familial or other
