CONSTITUTION OF THE NATIVES OF LARSEN BAY


                            PREAMBLE:


We the members of the Aleut Tribe of Larsen Bay, whose members and
ancestors have lived in many areas of the West side of Kodiak Island,
establish a tribal government, to preserve and exercise the Tribe's inherent
rights and powers, to conserve and develop tribal lands and resources
pursuant to tribal law and custom and federal law, to promote our
community's social, economic, spiritual and political progress and to
establish justice, make for ourselves this constitution.

                        ARTICLE 1. NAME


This is the constitution of The NATIVES OF LARSEN BAY

                       ARTICLE II.TERRITORY &JURISDICTION


The Natives of Larsen Bay shall have jurisdiction of all persons and territory
in and around the area known as Larsen Bay including all areas customarily
and traditionally used by tribal members for hunting, fishing and other
subsistence activities, to the fullest extent permitted by federal and tribal
law. This jurisdiction shall include all acquired lands and properties by
whatever means.

                        ARTICLE Ill. MEMBERSHIP


Section 1: General Membership


All descendants of the original Koniagmiut People shall be eligible for
membership in the tribe. All Aleut people of Larsen Bay and Karluk, and
their descendents shall be eligible for membership in the tribe. All original
members and their descendents are members for life and shall not be
removed from the rolls except as stated in Article IV, Section 4.
