                                    PREAMBLE


We, the Negte'miut Tribe, assert our freedom as a sovereign people in a historical relationship
with the United State of America as expressed through this Constitution. In this assertion, we adopt and
institute this Constitution to affirm our faith in fundamental Native rights and tradirions, and, to promote-our
social, cultural, educational, economical and political aspirations under the inherent sovereign authority of
our tribe. This Constitution was adopted by the TRIBAL MEMBERS, by a vote of ei at the annual election
on October, A- 2002 , and shall supersede the previous and revised Nightmue Constitutions
