                                     PREAMBLE

We, the Umkumiut Tribe, assert our freedom as a sovereign people in a historical relationship with the
United States of America as expressed through this Constitution to affirm our faith in fundamental Native
Rights and traditions, and, to promote our tribes' social, cultural, educational, economical and political
aspirations under the inherent sovereign authority of our Tribe. This Constitution was adopted by the tribal
voters in October 17h of 2002 and shall supersede the previous and revised Umkumiut Constitutions.

                                  ARTICLE 1- TITLE

 The name of our tribe shall be the Umkumiut Tribe. The name of our governing council shall be the
 Umkumiut Tribal Council. The other names that have been used in the past for our tribe include Native
 Village of Umkumiut and Native Community of Umkumiut. These former names shall be superseded with
 the adoption of this Constitution.
