 Dear Mr. Stancampiano:

 We have received the results of the election held on August 20,
 1991, by the qualified voters of the Circle Native Community. The
 election was called in accordance with an order issued on June 25,
 1991, by the Assistant Secretary - Indian Affairs which permitted
 the qualified voters of the Circle Native Community to vote on the
 adoption or rejection of a proposed constitution.

 As evidenced by the completed Certificate of Results of Election,
 thne ConstitutLon of the Circle Native Community, Alaska, was duly
 =    aoczed cv a vote of 2- for and I against in an election in which

e=ntztle to vote cast tneir ballots.

1ou will note tnat the enclosed certificate refers to the Circle
Native Community rather than tribe since community is the word
usea In the document itself. You wili also note that the language
of the approval certificate has been modified. The Native Village
cf Circie does not currently own any land according to our
information. We have deleted the reference to lands it does not
own. As modified, the language will also conform to the language
crovided counsel for the village on June 12, 1991.

Ihe Constitution of the Circle Native Community, Alaska, is hereby
approved pursuant to the authority granted to the Secretary of the
interior by the Act of June 18, 1934 (48 Stat. 984), as amended,
and delegated to me by 230 D.M. 2.4, and in accordance with the
terms of our authorization letter of June 25, 1991. Please deliver
the enclosed original document to the Community.
