                      CONSTITUTION AND BYLAWS
                              of the
                     WISCONSIN WINNEBAGO TRIBE

                   (Including Amendments I and II)


Sin e the Secretary of the Interior, in a formal legal oninion,
has approved the organization of the Wisconsin Winnebago Indian
Tribe under the provisions of the Indian Reorganization Act; and
since the Indian Claihs Commission has also recognized the tribe
as an identifiable group for the purpose of settling the tribe's
claims against the United States; we, members of the Wisconsin
Winnebago Indian Tribe in order to form a more perfect organiza-
tion, secure our rights, promote the general welfare, safeguard
our interests, perpetuate our traditions and tribal existence,
and secure the blessings of democracy to ourselves and our pos-
terity, do ordain and establish this.Constitution and Bylaws for
the Wisconsin Winnebago Tribe.


                      ARTICLE I - TERRITORY

The jurisdiction of the Wisconsin WVinnebago Tribe shall embrace
lands held by the United States for the occupancy and use of the
Winnebago Indians residing in Wisconsin, and any additional lands
acquired by the Federal Government for the tribe, or by the tribe.


                     ARTICLE II - }EBBERSHIP

Section 1. The following persons shall be entitled to membership
in the Wisconsin Winnebago Tribe, ptovided such persons are of
one-fourth (?) or more degree of Wisconsin Tinncbago indian blood,
and are not enrolled or have not received land or money as members
of any other tribe or band.

(a) All persons of Wisconsin Winnebago indian blood whose names
appear on the official census roll prepared pursuant to the Act
of January 18, 1881 (21 Stat. 315), or the Wisconsin Winnebago
Annuity Payroll for the year one thousand nine hundred and one
(1901) and who were living on the date of approval of this con-
stitution and bylaws (March 19, 1963), by the Secretary of the
Interior. (Amend. 1, approved Sept. 6, 1967.)
