                                  PREAMBLE

     We, the natives of the Naknek Village, having a common bond of
residence, in order to promote our welfare through the development
of government and economic economic enterprises.

                             ARTICLE I - NAME

     The name of this organization shall be NAKNEK NATJVE VILLAGE COUNCIL.

                   ARTICLE II - DEFINITION OF TERRITORY

     Define here the exterior boundaries of your village where the juris-
diction of this CONSTITUTION AND BYLAWS will cover.

All land within the Bristol Bay Borough boundaries on the North Shore of
the Nab-iek River, within the voting district of Nalmek.               -

                         ARTICLE III - MJEB, EERSHIP

     Section 1 - All persons whose names shall appear on the census roll
-eing of Aleut, Eskimo or Alaska Indian descent of this village residing
_n the NaLnek Community shall be members of the Nalknek Native Village
,ouncil.

     a. Qualifications for residency. One year in the state and 30 days
         in the iillage.

     Section 2 - New M-embers. All children, under the age of 18 born of
 leut, Eskimo or Alaska Indian descent and who are residents of the Naknek
 illage shall be members of the Naknek Native Village Council.

     a. Any person of z or more Aleit, Eskimo or Alaska Indian descent
         who becomes a resident of the Naknek Community may be adopted by
         the Council by a majority vote in its regularly called meeting.

     Section 3 - Definition of Adult. Any person of Aleut, Eskimo or
 laska Indian descent who is 18 years of age or older will be considered'
 n adult.

     Section 4 - Adopted Aleut, Eskimo or Alaska Indian Children. White
 -rentS who have adopted children of Aleit, Eskimo or Alaska Indian descent
 iall be allowed to attend meetings to become informed of their adopted
 ild's right.
