                              P REAM21 LE

 We, the Alaska Natives having a common bond of residence in the
 vicinity of Red Devil, Alaska, on the Kuskokwim River, establish
 this Constitution in order to oromote our economic and political
 progress as a sovereign people of Alaska.

                          ARTICLE ! - NAM-

 This is the Constitution of the people and government of the
 Native Village of Red Devil.

              ARTICLE 11 - TERRITORY AND JURISDICTION

 The territory and jurisdiction of the Native Village of Red Devil
 shall extend to all Traditional Boundaries, including all lands
 selected by or for the original village corporation, Red Devil
 Village Corporation, established under the Alaska Native Claims
 Settlement Act of 1971.

 The jurisdiction of the village shall include authority over
 members and their property and those eligible for memership
 outside the Tribe's territory, unless. prohibited by Federal law.

                      ARTICLE II - MEMBERSHI?

Membership of the Native Village of Red Devil shall consist of
Alaska Natives whose names appear on the roll of Red Devil Village
Corporation, established under the Alaska Native Claims Settlement
Act of 1971.

The direct descendents of such members are also eligible for
membershio. Other members may be accepted by adoption by special
membership action. Residence at Red Devil is not a ceguirement
for membership. Enrollment may/shall be established by ordinance.

                  ARTICLE IV - RIGHTS OF ME:.IBERS

All members of the village shall enjoy equal rights of life,
liberty, and the pursuit of happiness, consistent with the customs
and laws of the village. The 'ribe shall provide all people in
its jurisdiction the rights required by the Indian Civil Rights
Act.

                    ARTICLE V - GOVERNING -30Y
