               INDIAN REORGANIZATION ACT
               CONSTITUTION AND BYLAWS
                        OF THE
                 VILLAGE OF ATPAUTLUAK


                      PREAMBLE
 We, a group of Eskimos who are residents of ATMAUTLUAK,
 Alaska, having a common bond of (residence) and/or
 (association) or (occupation), in order to promote our
 welfare, through the development of governmental and
 economic enterprises, including exercising the rights
 and powers granted under authority of Sections 16 and
 17 of the Indian Reorganization Act of 1934 amended
 1936 and P.L. 93-638 and any future amendments thereto,
 do establish this Constitution and Bylaws.


                  Article I - Name
The name of this organization shall be ATMAUTLUAK IRA
COUNCIL.


       Article II - Definition of Territory
The exterior boundaries of ATMAUTLUAK IRA COUNCIL shall
coincide with land selected under the Alaska Native
Claims Settlement Act and any other land acquired by
this village.


              Article III - Membership
Section 1 - All persons whose names appear on the
            membership roll compiled by the village
            shall be members of this village.
