                                OF THE
                 NATTVE VTLFJAGE OF ANDREAFSKT, ALASKA


                               PfAMBj

     We, a group of residents of the Native Village of Andreafski,
     Alaska, having a common bond of residence, in order to promote
     our welfare through the development of governmental and economic
     enterprise, do establish this Constitution and Bylaws.

                           ARTTCJE T - NAE

     The name of this organization shall be Andreafski Tribal Council.

                 ARTrCTjL TT - Df)PTNTTTIN OF TERRTTORY

     All of the area. that was designated as Andreafski Townsite before
     it's annexation in 1980.

                       ARTTCLE TTT - ? ENBERSHTP

     Section 1: All persons whose names shall appear on the census
     roll being all members of this village enrolled in the Andreafski
     Tribe, shall be members of this Community.

     Section 2 (A): New Members: all children of any member who is an
                     enrolled member of the Andreafski Tribe shall be
                     members of this community.

               (B): Any person who becomes a member of the Andreafski
                     Tribe may be adopted by the Council by a majority
                     vote in its regularly called meetings.
     Section 3: Definition of Adult: any person who is 018 years of
     age or older will be considered an adult.

                       ARTTCLE TV - THE COUNCTL

    Section 1: There 9hall be a council composed of a President
    and four members elected by the adult members of the community.

    Section 2: The Council shall represent the Community in all its
    undertakings and shall exercise the powers of the Community enu-
    merated in this Constitution.
