           Dear Mr. Loudner:

           We have received the results of the election held on August 30, 1978,
           by the qualified voters of the Iowa Tribe of Kansas and Nebraska.
           The election was called in accordance with an order duly approved
           on May 4, 1978, as amended on June 30, 1978, which permitted
           the qualified voters to adopt or reject the proposed constitution
           and bylaws.

           As evidenced by the Certificate of Results of Election, signed
           by the election board members, the prooosed constitution and
           bylaws was duly adopted by the voters.

           The Constitution and Bylaws of the Iowa Tribe of Kansas and
           Nebraska is hereby approved pursuant to the authority delegated
           to me by 230 DM 1.1 and returned for delivery to the tribe.

           We wish to call attention to the provisions of Section 2 of
           Article IX. By that section, the executive committee is
           required to enact an election ordinance. Even though an election
           of tribal officials is not envisioned until October 1979, it
           is urgent that procedures be available for tribal members to
           exercise their right to other kinds of elections as the need
           arises. Section 2 of Article IX also requires the election
           ordinance to include provisions for the conduct of recall,
           referendum and initiative elections. Further, it calls for
           a uniform procedure for submitting petitions.

           We encourage you to make technical assistance available to the
           tribe for this purpose.
