                      CONSTITUTION AND BYLAWS
                                OF
                     CORTINA INDIAN RANCHERIA
                     COLUSA COUNTY, CALIFORNIA


                             PREAMBLE

We, the people of the Cortina Indian Rancheria in Colusa County,
California, in order to establish a formal organization and promote
our common welfare, do hereby adopt this constitution and bylaws.

                         ARTICLE I - NAME

The name of this organization shall be the Cortina Indian Rancheria.

                      ARTICLE II - TERRITORY

The jurisdiction of the Cortina Indian Rancheria shall extend to all
lands now or hereafter comprising the Cortina Indian Rancheria. At
present, the Cortina Rancheria consists of 640 acres.

                     ARTICLE III - MEMBERSHIP

Section 1. Membership in the Cortina Indian Rancheria shall consist
of persons in the following categories:

      (a) Living persons whose names appear on the Schedule showing
          heads of families and numbers of the Cortina Band of Indians,
          Colusa County, California, June 4, 1907.1

      (b) Persons who are living on the effective date of this document
          who are lineal descendants of those individuals named on the
          schedule described above.

      (c) Persons born after the effective date of this document who
           are one-fourth (114) or more degree of California Indian
           blood who are lineal descendants of individuals listed in
           (a) or (b) above.


(d) Persons otherwise eligible.
