          LOCAL ESTIMATES OF RESIhENT INDIAN POPULATION AND LABOR FORCE STATUS:  JANUARY  1985

                                             INTRODUCTION

Coverage & Definitions:  The  term resident Indian means Indians living on Federal reservations or
nearby who are considered part of the service population of  the Bureau of Indian Affairs. The  term
near reservations as defined in CFR 25 par. 20.1  (r), means those areas or communities adjacent or
coantiguous to reservations which are designated by the operational head of the Bureau upon recommendation
of  the local Bureau Superintendent,'which recommendations shall be based upon consultation with the tribal
governing body of those reservations as locales appropriate for  the extension of financial assistance
and/or services, on the basis of such general criteria as:  (1) number of Indian people native to the
reservation residing in the area; (2) a written designation of  the tribal governing body that members of
their tribe and family members who are Indian residing  in the area, are socially, culturally and economically
affiliated with their tribe and reservation; (3) geographical proximity of  the area to the reservation,
and (4) administrative feasibility of providing an adequate level of  services to the area.

Special legislation governs eligibility in Alaska and Oklahoma, as defined  in CFR 25 par. 20.20.  Essentially
these conditions mean that (1) the applicant must be an Indian, except  that in the States of Alaska and
Oklahoma a one-fourth degree or imire Indian or Native blood quantum will be an additional eligibility
requirement; and (2) the applicant must reside on a reservation; or  (3) the applicant must reside near
reservation as specifically defind  in par. 20.1(r).  In Alaska  the figures include all Alaska Natives,
i.e. Aleuts, Eskimos, as well as indians.  Since very few are actually  living on reservation, the term
nearby refers to all the rest ol Alaska.  In Oklahoma,  the area covered encompasses former reservations.
Thus, in both states the Bureau's responsibility extends almost entirely  to the total Indian population
of those states.

The statistics compiled herein refer basically to the population of a  geographic area; they do not
necessarily refer to tribal membeiship.  Such figures are maintained by  the individual tribes according
to their specific rules of membership, which may include Indian members wherever  they may be living.

The total of approximately 786,000 Indians covered in  these tables represents slightly more than half of
the Indian population of the United States, which in the  1980 U.S. census numbered 1.4 million including
Eskimos and Aleuts.  The remainder consists of members of Federally recognized  tribes who live off-reserv-
ation, or Indian people who are not members of any Federally recognized  tribe, or those who claimed
Indian ancestry.

Estimated Figures:  The local Agency offices of the Bureau of Indian Affairs  estimate the data using
whatever information may be available for the reservation.  Accuracy varies  from place to place; it is
relatively high at small, isolated locations where everyone's activity  is common knowledge.  On the
