                         ARTICLES OF ASSOCIATICN
                                   OF THE
                       SYCUAN BAND CF itSSICNI INDINS

 9E, the members of the Sycuan Dand of Mission indians, San Diego County,
 California, hereinafter referred to as the Band, do hereby adopt these
 Articles of Association to establish rules of procedure to govern our
 tribal authority and jurisdiction.

      1. Territory: The jurisdiction of the Band shall extend to the
 land no-v and hereafter, comprised within the Sycuan Reservation.

      2. 'Hembership: The Yembership of the Band shall consist of
 those persons -ho file applications for membership and are found qualified
 under one of the folloiing categories:

           (1) Persons whose names appear on the January 1, 1940
               Sycuan Census, except that w2here ::FE' appears on
               Column I opposite the naraa of an individual, such
               person shall not be eligible for membership.

           (2) Persons of 1/Q or uore degree of total Indian blood
              ihose ancestors are eligible for membership under
              paragraph (1) regardless of whether the ancestors
              are living or deceased.

           (3) Persons who have been adopted by the Band and such
               adoption has been approved by the Secretary of the
               Interior or his duly authorized representative.

     A. If a person who is eligible for membership haa been allotted on
another reservation or is officially enrolled or is a recognized member
of some other tribe or band, such person or his descendants shall not be
enrolled. A recognized member of some other tribe or band is a person who,
because of his affiliation with the other tribe or band, has participated
in elections or general activities, has received benefits or has shared in
the assets of the tribe or band. An allotment or interest in an allotment
acquired through inheritance shall not be a bar to enrollment iprth the Band.-

     B. The official membership roll shall be prepared in accordance with
an ordinance adopted by the members of the'Band and approved by the Secretary
of the Interior or his duly authorized representative. Such ordinance shall
contain provisions for enrollment procedures, enrollment committee, applica-
tion foras, approved or disapproval of application, rejection notice,
appeals and provisions for keeping the roll on a current basis.

     3. Governing Body: The governing body of the Band shall be the General
Council which shall consist of all adult members eighteen (!a) years of
age or older. In addition there shall be elected from the General Council
a Business Conznittee consisting of Spokesiaan. S retary a tad three (3)

          The Business Covnittee shall have the administrative powers and
duties hereinafter described. he:bers of the Business Coa-nittee shall serve
a term of two (2) years or until their successors are duly elected and
installed,
