Religion and the Constitution, the edited transcript of an .AE public
policy forum, addresses the intensely debated relationship between
church and state under the Constitution of the United States. Religion
was a dominant factor in the thirteen colonies, which had been mainly
settled by families fleeing religious persecution in Europe. Out of this
background came the First Amendment to the Constitution, which
declares, in part, that Congress shall make no law respecting an
establishment of religion-the establishment clause-or prohibiting
the free exercise thereof-the free exercise clause. Under these
clauses, can government support religion as one way of helping to
sustain a free society? Should the Constitution mandate a moment of
silent or vocal prayer during the school day? Should student religious
groups in public high schools have the same rights as secular student
clubs to meet on school grounds? Should creationism be taught in
science education? Should there be tuition tax credits for those families
that choose to send a child to private school? These and other ques-
tions are addressed by a distinguished panel, including:
o Walter Berns, John M. Olin Distinguished Scholar in Constitu-
tional and Legal Studies at the American Enterprise Institute, and the
author of The First Amendment and the Future of American Democracy
4 Edd Doerr, executive director of Americans for Religious Liberty,
and former editor of Church and State magazine
  * Henry J. Hyde, U,S. representative (Republican, Illinois), memn-
ber of the House Judiciary Committee, and the Subcommittee on
Courts, Civil Liberties, and the Administration of justice
o Barry W. Lynn, legislative counsel in the Washington office of the
American Civil Liberties Union, former legislative counsel in the Of-.
fice for Church in Society, Uniited Church of Christ, and an ordained
minister of the United Church of Christ,
