Discussion Paper which contains proposals concerning the re-
form of various aspects of contempt law in its application to
courts, commissions and tribunals. THE PROPOSALS i.2E
PUT FORWARD AS A BASIS FOR DISCUSSION AND
NOT AS FINAL CONCLUSIONS. THE PAPER IS IN-
TENDED TO PROMOTE DISCUSSION AND ELICIT
COMMENTS WHICH WILL BE CONSIDERED BY THE
COMMISSION IN REACHING ITS CONCLUSIONS AND
DRAFTING ITS FINAL REPORT. As far as possible com-
ments should be related to specific paragraph numbers in the
