The changes proposed herein are being submitted for discussion
and approval upon the recommendation of the Enlarged Editorial
Board. The proposed changes were considered and approved by the
Board at a meeting on May 2, 1952. References to the text of
the Code are to the text as it appears in the Final Text Edition,
November, 1951.
