I. INTRODUCTION
A growing number of surviving World War II rape victims have
come forth and filed legal actions in Japanese courts seekinj
compensation for their injuries, and more will undoubtedly follow.
While many of these cases remain pending,2 and two have settled at
least in part,3 in only one of them, involving Korean Comfort
Women, have the courts so far awarded the plaintiffs any relief.5 A
Japanese lawyer sympathetic to the claim in that case has predicted that
