I.   INTRODUCTION
     After she collapsed at home, Veronica and Joseph Billeaudeau
rushed their daughter Brandi, a woman with Down syndrome, to the
hospital in  June  of  2010.1   The   Billeaudeaus  spent hours
unsuccessfully pleading with the hospital's emergency department
