This Article analyzes the Rome 11 Regulatio  which entered into effect on January 11,
2009, and estblished uniform choice-of-law rules for noncontractual obhgations in the
European Union. Rome H is of particular itemst to US scholars because its federal and
international carcter and nearly comprehensive scope make ita potential model fora new US
