I. INTRODUCTION
Over the last thirty years, the international community has adopted a
wide range of treaties, resolutions, and declarations as measures aimed at
ameliorating the growing body of environmental problems. These measures
have provided the framework for environmental problem assessments, policy
analyses, and responses. As environmental problems become more complex,
the measures become more technical. These measures will be adopted at the
international, regional, or bilateral levels in cases of environmental problems
that may be unique to the region or individual countries. This could be due to
either the geographical vulnerability or the transboundary implications of the
problem or due to the particular natural resources shared among several
countries.
Since the 1992 United Nations Conference on         Environment and
Development, sustainable development has become in vogue in the
environmental lexicon, and several countries and regions of the world have
adopted various measures aimed at the achievement of sustainable
