Kilgore, Texas. During law school, she served as the 2008-2009 Managing Editor of the TEXAS
JOURNAL OF OIL, GAS, & ENERGY LAW for 2008-2009 and assisted Professor Ernest E. Smith
with research for his annual oil and gas case update. Ms. Maxwell interned as a law clerk for the
Railroad Commission of Texas and moderated a panel on Urban Drilling at the 2009 Texas
Journal of Oil, Gas, & Energy Law Symposium. The author would like to thank John Hays and
Martin Garza for their comments and assistance in the development of this note.
