with research for his annual oil and gas case update. Ms. Maxwell interned as a law clerk for the
Railroad Commission of Texas and moderated a panel on Urban Drilling at the 2009 Texas
Journal of Oil, Gas, & Energy Law Symposium. The author would like to thank John Hays and
