ABSTRACT
The existing literature suggests a paradox: police arrest practices appear to be
determined largely by offense seriousness, yet the lived experiences of African-
Americans suggests differential enforcement practices. One possible solution to
this paradox is that, apart from how race affects the decision to arrest, police are
more likely to hassle minorities without cause. Based on a stratified sample
of Cincinnati residents, this possibility is explored. The analysis revealed that
African-Americans perceive that both personally and vicariously, they are
differentially hassled by the police,
INTRODUCTION
In the aftermath of the Rodney King incident, there has been a renewed
interest in police-minority relations. This renewed interest has focused on
whether the police treat African-Americans differently from whites. Researchers
have conducted studies on arrest practices, arrest rates, police brutality, use of
