In April 1951, six nations of Western Europe decided to
embark on a collective enterprise designed to
substitute for historic rivalries a fusion of their essential interests;
to establish, by creating an economic community, the foundation of
a broad and independent community among peoples long divided
by bloody conflicts; and to lay the bases of institutions capable of
giving direction to their future common destiny.
The European Coal and Steel Community was set up under
the terms of a fifty-year treaty. What is it to which these six nations
have bound themselves for such an unprecedented length of time?
Does this new v enture herald an era of supranational organizations
or is it merely another cautious step along a familiar road? Can
an organization limited to the sector of coal and steel succeed or
should it be extended progressively to new areas of the economy?
It is to questions such as these that the present issue of Inter-
national Conciliation is addressed.
JOHN GOORMAGHTIGH has since 1950 been the Director of
the Endowment's European Centre, which now has its headquarters
in Geneva. He holds the doctorate in law from Brussels University
and, after World War II, practiced law in Brussels. His long study
and interest in international relations led to his appointment in
1947 as Director of the Institute of International Affairs in Brussels.
Under his editorship the Institute's Chronique de Politique Ex-
trang~re quickly took its place among the influential European
journals in this field. He has been active in the International
Political Science Association.
