Since c962, forty-seven states have passed statutes to curb child abuse.' Seldom
in the nation's history has a specific kind of legislation been enacted so quickly
in so many states. Legislative proposals were not opposed on the ground that
the objectives sought were undesirable; they evoked no dissent even from leg-
