INTRODUCTION
After September 11, 2001, many Americans became vitally
interested in the Middle East. 1 In this Age of the War against Terror,

lecture at American University Law School on October 4, 2007. The author was a
consultant specialist for the United States Department of State in 2001 and assisted
the Rwandan Constitutional Commission    in developing a post-genocide
constitution. She was an independent contractor, hired by the State University of
New York at Albany, who assisted the Palestinian Legislative Count draft a
constitution for an autonomous Palestine during 1996. She was also an advisor to
the African National Congress (South Africa) Constitutional Committee from 1991
