Amre Moussa is at the helm of a reassertive Egyptian foreign policy establishment
that is looked to, both in the west and the east, as a centralforce in forging a Middle
Eastpeace from the age-old animosities between the Arabs and Israelis. Once ostra-
cizedfrom the Arab world for its separate peace with Israel, Egypt now finds itself
firmly at the center of Middle East politics, as it attempts to bring its Arab neigh-
bors to the negotiating table while at the same time pushing Israel to make vital,
confidence-building concessions.
While Egypt has indeed been atpeace with Israel for nearly twenty years, it
is a peace that is fraught with difficulties and tensions that linger from the long
history of war between the two countries. Considered in many circles to be the
architect ofPresidentMubarak's cold peace towards Israel, Moussa has illustrated
to observers that Egypt's peace with Israel does not imply a refusal to engage the
Jewish state on issues of contention. Here he elucidates his country's position regard-
ing regional security, the peace process, and Egypt' position ofprominence in the
region.
