INTRODUCTION In December 1996, the World Intellectual Property Organization (WIPO) sponsored a diplomatic conference in Geneva with a prin- cipal objective of bringing world intellectual property law into the digital age.1 Professor Pamela Samuelson's contribution to this Symposium presents a riveting account of that conference, describ- ing in rich detail how the national delegations unexpectedly rebuf- fed U.S. and E.U. efforts to instate a worldwide regime of extensive proprietary control over digital and nondigital content2 * Assistant Professor of Law, University of Texas School of Law.
