Rivers Black III* The 21st century is beginning to be described as the Asian Cen- tury, and the growing political and economic importance of the Asian-Pacific Rim Basin already is a fact of daily life for the members of the international shipping community. As the cultures of the East and West move closer together, numerous changes are likely to occur on both sides of the globe. One such development will be an ever greater number of maritime arbitrations in cities located in the Pacific Rim Basin. As maritime lawyers and their clients know, such proceedings usu- ally have been held either in London or New York. The growth of trade across the Pacific Ocean, however, will change this, and cities throughout the region will be called upon to provide the dispute reso- lution services which until now have been found primarily along the North Atlantic coasts. By all indications, the cities of the Pacific are ready for these increased demands. Maritime arbitration organizations have existed for decades in Tokyo and Beijing, and have been joined by a number of others during the last decade in such cities as Honolulu, San Fran- cisco, and Vancouver. The question is not whether the Pacific Rim is ready for the 1990's and beyond, but whether the maritime bar is ready. Concerned with these thoughts, Professor Robert M. Jarvis sug- gested to me during the summer of 1988 that a conference be held to familiarize the bar with the maritime arbitration opportunities avail- able in the Pacific Rim. This idea came to fruition in January 1989, when such a conference was held in Honolulu during the Third Gen- eral Assembly of the Asia-Pacific Lawyers Association's Maritime Law Committee.
