INTRODUCTION This discussion cannot begin without a few words about Terry McCormack. For those of you who did not know him, he was a man of both great patience and of very little patience. His great patience was evident when he was teaching those who were eager to do and eager to learn, whether the pupil was a public housing tenant slated for a management role, a concerned official from the Department of Housing and Urban Development (HUD), or a Ford Foundation program officer from New York City. Terry was a great teacher. His subject was his craft-not his craft as normally practiced by his peers, but rather his craft as adapted to respond to the most difficult situations, situations often classified by others as impossible. Terence McCormack, the man of little patience, was most evident when he encountered bureaucrats and bureaucracies that were insensitive, incompetent or inert. This was particularly true in the case of bureaucrats in charge of millions of public dollars and the developments in which millions of public housing tenants dwell. The public housing tenants across the country with whom Terry worked were never patronized by him. They respected and trusted him deeply. Public officials and builders were never patronized by Terence either.
