t Dr. Benjamin K. Sovacool is currently a Research Fellow in the Energy
Governance Program at the Centre on Asia and Globalization, part of the Lee
Kuan Yew School of Public Policy at the National University of Singapore.
He is an Adjunct Assistant Professor at the Virginia Polytechnic Institute &
State University in Blacksburg, VA, where he has taught for the Government
and International Affairs Program and the Department of History. Dr.
Sovacool recently completed work on a grant from the National Science Foun-
dation's Electric Power Networks Efficiency and Security Program investiga-
ting the social impediments to distributed and renewable energy systems. He
has also worked closely with the Virginia Center for Coal and Energy
Research, New York State Energy Research and Development Authority, Oak
Ridge National Laboratory, and U.S. Department of Energy's Climate
Change Technology Program. His most recent book is an edited volume
entitled Energy and American Society-Thirteen Myths, published by Springer
in 2007. He holds a Ph.D in Science & Technology Studies from the Virginia
Polytechnic Institute & State University, an M.A. in Rhetoric from Wayne
State University, and a B.A. in Philosophy from John Carroll University.

Christopher Cooper is Principal Partner for Oomph Consulting and the
former Executive Director of the Network for New Energy Choices (NNEC).
After years of working as an energy lobbyist for the cement industry, Mr.
Cooper founded the Network for New Energy Choices (NNEC), a nonprofit
interest group devoted to analyzing utility policy and making recommenda-
tions for policy changes that increase efficiency and expand the use of
renewable resources. As Executive Director for NNEC, Mr. Cooper authored
numerous reports and journal articles, including the first-ever ranking and
grading of state net metering policies. His briefing book, Renewing America:
The Case for Federal Leadership on a National Renewable Portfolio Stan-
dard, was instrumental in the Congressional debate that lead to the addition
of a national RPS in the 2007 Energy Bill. He has authored or coauthored
dozens of articles and Op-Eds on everything from smart metering to the
national security advantages of distributed generation and is regularly
quoted by the national press on energy policy issues. As a principal partner
for Oomph Consulting, Mr. Cooper provides strategic guidance to energy and
environmental organizations, recommends utility policy changes to state and
local governments and has contributed expert testimony in lawsuits and
administrative hearings on electricity generation, transmission siting and
